What is the Criminal Records Bureau?
The Criminal Records Bureau (CRB) provides wider access to criminal record information through its Disclosure service. It enables organisations in the public, private and voluntary sectors to make safer recruitment decisions by identifying candidates who may be unsuitable for certain work, especially that involving children or vulnerable adults. The CRB was established under Part V of the Police Act 1997.
In the case of positions involving working with children, the Disclosure service offered by the CRB provides organisations with a ‘one-stop shop’ service to access information held by the Department of Health (DH) and the Department of Education and Skills (DfES) as well as the police.
Disclosures at a glance
Organisations wishing to use the Disclosure service can ask successful job applicants to apply for one of two types of Disclosure. The type of Disclosure required will depend upon the nature of the position. Standard and Enhanced Disclosures are available to organisations entitled to ask exempted questions under the Exemptions Order to the Rehabilitation of Offenders Act (ROA). This includes any organisation whose duties involve staff or volunteers who work with children or vulnerable adults. The CRB offers Standard and Enhanced Disclosures free to volunteers/unpaid members of staff.
- Standard Disclosure – primarily available for anyone involved in working with children or vulnerable adults, as well as certain other occupations and entry into professions as specified in the Exemptions Order to the Rehabilitation of Offenders Act 1974. Standard Disclosures will show current and spent convictions, cautions, reprimands and warnings held on the Police National Computer. If the post involves working with children, DH and the DfES lists will also be searched for relevant information.
- Enhanced Disclosure – the highest level of check available to anyone involved in regularly caring for, training, supervising or being in sole charge of children or vulnerable adults. It is also available for certain licensing purposes and judicial appointments. Enhanced Disclosures contain the same information as the Standard Disclosure but with the addition of any relevant and proportionate information held by local police forces.
