Tower Hamlets ChangeUp Consortium
As some of you may be aware, COF, the Tower Hamlets CVS is currently in liquidation.
At a meeting of Third Sector Infrastructure agencies and the key statutory stakeholders held recently at the Rich Mix, CIDA, the Cultural Industries Development Agency was appointed, through a secret ballot, to lead the development of a new ChangeUp Strategic and Business Plan for the Borough, and provide a resource to develop a bid under the rapidly approaching BASIS round of funding as held by the Lottery Fund.
CIDA has accepted this role because it's a not-for-profit agency that was born in the borough and has worked here for nine years. CIDA appears to be supported widely to act as honest brokers. The ambition is to complete the urgent work which is needed now, have the sector mandate it and then help third sector infrastructure organisations decide a way forward so CIDA can hand over this responsibility to a more suitable agency, maybe one already in existence, maybe a new CVS.
However, the discussions about whom CIDA hand-over to is one we cannot afford to have yet: the immediate priority is the Basis Bid and the initiation of the development of the ChangeUp Plan.
CIDA will be taking instruction from a steering group on how this process is managed. That steering group is;

The status of the statutory sector representative will be discussed on the first Steering Group meeting, planned for the 31st July. It may be that the group feel that as a statutory body, it is better if Tracey is an observer. We shall also be agreeing on Terms of Reference and both process and time lines.
CIDA intends to be very task focused: A BASIS bid must be submitted from the Borough by the last week of August. Basis have been very clear in stating that there should only be one bid per borough. This bid relies on working together and collating all appropriate information.
CIDA needs to gather the data from the third sector infrastructure agencies in the borough! Please forward any research, evidence about your needs, and the needs of partner infrastructure organisations in the Borough to CIDA at the address below.
Please be aware that by infrastructure agencies, we mean those delivering the majority of their work to front line 3rd sector organisations.
CIDA has already been handed a lot of historical data from COF, and some agencies such as CEN and EMEP are doing great work collecting the views of their networks, but the more who contribute, the better the bid will be. CIDA has committed to the principle that the submissions of all organisations will be considered and entered into the mix.
There is a wide recognition that the vast majority of the over 1,000 third sector organisations within the Borough deliver brilliant support within their communities: changing lives and supporting the vulnerable, celebrating excellence and encouraging talent.
