In East London, the East London CVS Network facilitates the cross-sectoral ChangeUp East London Partnership is responsible for overseeing the development of the sub-regional plan for East London. The Partnership has an agreed Terms of Reference and membership is open to infrastructure organisations and public sector agencies working in two or more East London boroughs. Please contact the ELN office for more information on becoming a member.

The East London Infrastructure Development Plan [Oct 2005] identified infrastructure support needs that can be best met at a sub-regional level. Click for a pdf summary of work to date. The main work-programmes which have been taken forward include:
- Workforce Development
- Support for the HR function
- CRB checks
- Payroll services
- ICT
- Ensuring that the VCS benefit from the 2012 Olympic and Paralympic Games
- Supporting the development of an East London BME Network
- A conference on commissioning and procurement for infrastructure organisations working in East London
More recently the Partnership has also been looking at the following issues:
- Developing support to the sector on Commissioning and Procurement
- The development of social enterprise in East London
- The shortage of adequate premises for VCOs in East London
- HR and Legal Support
- The development of an East London Training Providers Consortium
